The 2006-08 phase of the country’s National Power Planning and Development Strategy has met the nation’s demand for electricity, according to the National Assembly’s Economic Committee.

By the end of 2008, the programme on investing and developing power for rural areas had provided electricity for 100 per cent of districts, 97 per cent of communes and 94 per cent of all households in rural areas.

The committee met yesterday, September 23, for its 8th session to discuss supervision on the implementation of the strategy to 2015.

The Electricity of Viet Nam had received low-voltage networks and sold electricity directly to more than 770,000 households last year. It has targeted fulfilling the task in 2010, with 7.4 million households having access to electricity.

The committee also noted that the implementation of the strategy would come across many difficulties that could negatively affect the 2009-15 phase, including the lack of a synchronised mechanism in planning amongst the coal, oil and gas and nuclear power sectors, as well as a lack of investment resources or a power pricing mechanism.

Members of the committee and participants of the meeting also discussed difficulties of the sector, policies and suggestions to successfully carry out the strategy in the coming time.

A representative of the EVN said that there were still some pending issues in planning for the strategy, which lacked a connection on the sector’s planning with the economic development planning of areas and regions, especially in some industrial zones.

The EVN was trying to hasten the construction of some power plants like Duyen Hai 1 and Nghi Son 1 to ensure sufficient power supplies for the country.

The corporation was also building a rural electricity network model to ensure that by 2010, residents in these areas could buy electricity directly from the corporation.

The sector’s management, electricity pricing mechanism and a legal framework would also be studied and perfected.

A plan on capital usage and mobilisation in power development was reported at the meeting, as well as a programme on electricity savings and price regulations in line with the set road map.

Participants agreed upon recommendations to fulfil the goals of the strategy, such as amending laws, mechanisms and policies on power, issuing a law on energy saving, improving policies on power prices and supportive policies on capital, disbursement and land clearance.

The strategy required that the sector produce from 88 to 93 billion kWh by 2010 to meet the country’s power demand, which has been increasing from 17 to 20 per cent each year.
